The County Building opened on the corner of Water and Pitt Streets in 1833. Cornwall’s first newspaper, The Cornwall Observer was founded that same year. The front door led into the County Court House on part of the first floor. The administrative offices for the United Counties of Stormont, Dundas and Glengarry were also on the first and second floors of the County Building. The County Jail was in the basement. The Governor of the jail lived in the house at left [the house has been demolished.]
